The 10% Waste Factor: When It's Enough, When It Isn't

What a waste factor actually pays for, the jobs where 10% falls short, and how it differs from bulking, settlement and compaction.

What the waste factor is actually paying for

The waste factor is not a safety margin against bad arithmetic. It is an allowance for material that will genuinely leave the site as rubbish or never make it into the work at all:

  • Offcuts: The end of every board, bar and tile that does not fit the last space in the run.
  • Breakage: Tiles cracked in transit, bricks chipped on the pallet, bags split on the barrow.
  • Spillage: Concrete left in the mixer drum, mortar dropped off the trowel, aggregate lost off the edge of the load.
  • Over-excavation: A hand-dug trench is never the neat rectangle on the drawing. Whatever extra you dug out, you are filling back with concrete.

Ten per cent is a convention, not a law of nature. It is a reasonable default for tidy work in good conditions, and it is optimistic for anything else.

When ten per cent is not enough

The number should follow the geometry of the job, not the habit of the estimator:

  • Complicated shapes: Every internal corner, pipe penetration and change of direction generates an offcut nobody can reuse. A bathroom floor wastes far more per square metre than a warehouse floor.
  • Diagonal and herringbone tiling: Every tile at the perimeter is cut, and the offcut is the wrong shape for anywhere else. A 45-degree layout wants about 15 per cent, herringbone about 20, against 10 for a straight grid.
  • Small quantities: Waste does not scale down neatly. On a job needing four tiles, one broken tile is 25 per cent.
  • Hand-dug foundations: Twenty per cent is not unusual once the sides have slumped.

Where it goes in the sum

Apply waste to what you order, not to what you measured. The wall is still the size it is; it is the delivery that needs to be bigger. Measure the true quantity first, then multiply.

This matters because the two numbers answer different questions. If someone asks how much wall you are painting, the answer is the wall. If they ask how much paint to buy, the answer includes the tin you will spoil.

Rounding happens last, and it happens upward. Materials sold in units — bags, tins, whole bars, whole boards — always round up to the next one. You cannot buy 10.4 bags of cement.

Waste is not the same as settlement, bulking or compaction

These four get muddled constantly, and each one is a separate multiplier that stacks on top of the others:

  • Waste: Material that never becomes part of the finished work. Applies to almost everything.
  • Bulking: Dry cement, sand and aggregate contain air that disappears when mixed. Concrete needs about 1.54 cubic metres of dry ingredients per cubic metre of finished concrete.
  • Settlement: Loose topsoil and mulch drop after they are watered in and walked on. Order to the finished depth and you will be topping up in a fortnight.
  • Compaction: Asphalt and sub-base are laid loose and rolled down. The depth you specify is the compacted depth, and the loose depth going in is greater.

A soil job can legitimately carry both a waste factor and a settlement allowance, because they describe different losses at different moments. That is not double-counting.

The honest case for getting it right

Under-ordering costs a second delivery charge, a half-day of standing time, and sometimes a visible cold joint where the pour stopped and restarted. Over-ordering costs the material and, for concrete, the cost of disposing of what sets in the barrow.

Neither error is catastrophic on its own. What makes the waste factor worth thinking about for ten seconds is that it is the one number in the estimate you can adjust with actual knowledge of your own site — and the person who has stood in the trench knows better than any default.
